Section 1.2 IV&V Handbook – Purpose and Structure

This IV&V Handbook development was initiated in 2015 under the MSTH initiative funded through Tenth Malaysia Plan (RM10).
(a) The leading organisations in its development were:
      - EPU,
      - MOF,
      - Department of Standards Malaysia, and
      - MAMPU.


(b) The main reviewers were:
     - Seksyen K-Ekonomi, Unit Perancang Ekonomi (EPU), Prime Minister’s Department,
     - Bahagian Perundingan ICT, MAMPU,
     - Bahagian Pengurusan Teknologi Maklumat, Ministry of Home Affairs
     - ICT Department/Unit, Ministry of Finance (MoF),
     - Bahagian Perancangan Strategik, Seksyen Maklumat dan Komunikasi, Standards Malaysia,
     - Bahagian Pengurusan Maklumat, Cawangan Aplikasi Sistem, Sektor Aplikasi Sumber Manusia 3, Public Services Department (JPA),
     - Bahagian Pengurusan Maklumat, Unit Aplikasi dan Pengurusan Pentadbiran, Ministry of Education (MoE),
     - Bahagian Pengurusan Maklumat, Ministry of Health (MoH), and
     - Bahagian Pengurusan Teknologi Maklumat, Ministry of Home Affairs (MoHA).


(c) The consultant:
     - Software Testing Excellence Programme (STEP), University of Memphis, USA.


(d) Malaysian Technical Advisor:
     - Q-CoE, MSTB.


(e) The keeper of this IV&V Handbook is MyTCoE.


(f) This IV&V Handbook’s contents will be reviewed and updated by MyTCoE approximately every five (5) years or depending on necessities. For full description and roles of MyTCoE, please refer to Section 2.1.1 Malaysian Public Sector Testing Centre of Excellence (MyTCoE).


The purpose of this IV&V Handbook is:
(a) to be the principal reference by The Agency in their respective ICT implementation activities requiring the engagement of Independent (or third party) Verification and Validation provider(s) i.e. IV&V Providers,
(b) to provide the necessary process and guidelines for IV&V engagement that have been aligned with the relevant government process and procedures, and
(c) to enable The Agency to effectively collaborate with IV&V Providers, whilst ensuring The Agency’s ICT requirements are fulfilled with the highest level of quality.


The IV&V Handbook has various important characteristics, as summarized in Figure 1.2 below that can ensure the following:
(a) The purpose of the IV&V Handbook (described in item ii above) could be met.
(b) The IV&V engagements could be practically and successfully implemented by The Agency as part of the critical functions in the ICT projects.

The Agency involved in IV&V engagement and using this IV&V Handbook is expected to:
(a) follow the process and guidelines presented in this IV&V Handbook when engaging qualified IV&V Provider,
(b) adopt the processes of this IV&V Handbook to better manage the ICT project where IV&V activities are being incorporated.
